In those days a new extension for gvSIG have been released even if to date is Spanish only it deserves a try.
The extension have been used by the Junta de Castilla León to manage wildfires and include nice stuff like polyline, cercle and buffer selection. New hyperlink and fire detection knowing the visual lines from some control towers.
I'm trying to hack it but so far there is no mac support.

I read on the international mailing list for gvsig some interest in the osx version finally. I keep my fingers crossed :)
